Texas Natural Resources Conservation Commission amends enforcement rules.

Effective December 11, 2001, 30 TAC 70.4 allows evidence collected by private citizens to be used in TNRCC enforcement actions. For the information to be usable, a citizen must collect evidence using protocols soon to be defined by the Commission. If an individual submits evidence used in an enforcement action, he must submit a verification affidavit and be willing to testify in enforcement proceedings. Any information not used for an enforcement proceeding will be processed as a complaint and will be subject to complaint investigation proceedings.
