I Training I Testing
Plans
Zephyr
has prepared numerous contingency plans including Risk Management Plans,
Emergency Response Plans, Facility Response Plans and Spill Prevention
Control and Countermeasures Plans. However, for a case study we have selected
an Integrated Contingency Plan, which demonstrates an all hazards planning
approach and compliance with numerous regulatory requirements.
Our
incident management specialists prepared a series of ICPs for a major
retail grocer. The plans included elements of a Risk Management Plan
and Process Safety Management Plan for ammonia refrigeration, an Emergency
Response Plan for an onsite HazMat team, and an Emergency Action Plan
for general facility evacuation. The plans included hazard specific
response guides for fires, liquid and gaseous chemical releases, oil
spills, medical emergencies, severe weather, workplace violence, and
terrorism. It relied heavily on decision trees, flow charts, checklists,
and preformatted reporting tools.
Training
Our strength is emergency response training. We have prepared thousands
of emergency response team members to respond to and manage HazMat incidents,
medical emergencies, technical rescues, severe weather, and violent acts.
For a case study we have selected a site specific response course for
chemical weapons emergencies.
A
facility that was working with actual and simulated chemical weapons
was preparing their emergency response team to handle a release of these
extremely toxic substances. We developed a chemical weapons module to
add to our regular HazMat Technician course. The chemical weapons module
discussed the major classes of chemical weapons (nerve, blood, blister
and irritating agents), chemical and physical properties and toxicity
of each, and response techniques and medical management of exposures.
Testing
We
have developed, managed, and evaluated several large-scale exercises including
several community-wide disaster drills. In our experience months of planning
is no substitute for a single day's practice, whether it is a table top
drill or a full scale exercise. We have evaluated the performance of hospitals,
airports, fire departments, emergency medical services, and industrial
response teams. For our case study we have selected a full spectrum drill
program.
Zephyr
worked with Electric Generator to develop, manage, and evaluate a series
of table top drills leading up to a full scale oil spill exercise. We
designed a drill that met the requirements of their Facility Response
Plan and Spill Control and Countermeasures Plan. We conducted tabletop
drills for plant managers and emergency response team leaders for two
power plants. Based on the lessons learned from the management level
tabletops we created a full scale oil spill exercise that involved over
40 responders.
